Point-to-Point Transport Services 

Point-to-Point (P2P) operators with 800 or more vehicles on their platforms are licensed according to the services they provide, i.e. street-hail or ride-hail services under the P2P regulatory framework implemented since 30 October 2020.

Street-hail refers to rides flagged down on the street or hired at taxi stands. Currently, only taxis are allowed to provide street-hail rides. If you take a street-hail trip, metered fare is calculated based on the distance travelled, and surcharges may apply.

Ride-hail refers to rides that are booked (eg, via app or call booking). Both taxis and private-hire cars are allowed to do ride-hail jobs. Ride-hail trip fare can be metered fare or a flat fare, depending on what is chosen at the point of booking.

P2P fare levels are determined by market forces while PTC focuses on ensuring that fares are transparent and clearly communicated to commuters.

Under the P2P regulatory framework, PTC:

• Continues to set a standardised fare structure for street-hail services;
• Extends the standardised fare structure for street-hail services to cover metered ride-hail services;
• Continues to leave fare levels to market forces;
• Requires ride-hail service operators to state flat fares clearly to commuters at the point of booking; and
• Ride-hail operators will also be required to publish any additional charges that may be levied.
  
  

Street-Hail Fare Regulation

Street-hail metered fare structure are standardised to allow commuters to compare fares, while the fare levels are deregulated.

The street-hail fare structure consists of the following components:

• Flag down sum;
• Basic unit charges (e.g. distance rate / waiting time rate);
• Peak period surcharge;

With effect from 13 December 2023:   Weekdays (Mon to Fri, excluding public holidays): From 6am to 9.29am From 5pm to 11.59pm Weekends (Sat, Sun and Public Holidays): From 10am to 1.59pm From 5pm to 11.59pm

25% of metered fare

• Late night hiring surcharge;

From midnight to 6am

50% of metered fare

• Location surcharge;
• Extra passenger surcharge; and
• Road user and cashless payment charges.

Ride-Hail Fare Regulation

Ride-hail fare regulation focuses on ensuring that ride-hail fares remain clear and transparent. Only two types of ride-hail fares will be allowed, i.e. metered fares and flat fares.

Metered Fares	Flat Fares
Ride-hailed taxi metered fares must follow the metered fare structure and amounts of the taxi company who owns that taxi. Ride-hail operators are allowed to set their own booking fee amounts.	All ride-hail flat fares will be dynamically determined by operators. However, this amount must be provided upfront to the commuter prior to the booking. Any additional fee that may be charged over the initial flat fares that was provided upfront to the commuter, e.g. additional stop charge, waiting time charge and other fees must be published.
